I may be wrong but I think the restrictor is the thermostat and the key is the pump. The problem is the upgrade of the pump means a new screw on clutch for those of us who have bolt ons. The cost grows exponentially..... The ACDelco pump 251-603 may (or not) be matched by the Alliant Power pump...

Mine did that, some times 2 hiccups, sometimes severe, sometimes not. I relocated a new PMD/cooler off the engine but still in the engine compartment and it was good for a year until the weather got hot again and the same routine started but with the occassional stall thrown in for excitement...
