A week ago when driving I had less than 1/4 tank of fuel and it started de-accelerating to about 30 mph and would do nothing beyond that speed until I had to pull over because it simple would not move. Someone brought me 10 gallons of fuel and then I filled it up.

On start and in park the engine idles fine but when I start raising rpm (low) it begins to idle rough and seizes or it will not come out of the rough idle.
Any thoughts would be appreciated

I will be more specific with symptoms now that I have had more time with it running.
Note-This engine has not been ran for 4 years until I fired it a few days ago.
1-Started engine and at first start there was no rough idle, but the white some was present. It went away after running for 10...
Put another in which is good, yesterday I bleed the fuel system and it started up and ran perfect. Today it was slow to start and when it fired up it was idling rough and white smoke was coming out of the exhaust.
Your thoughts would be helpful,

D045. is right side at the back of engine behind flexplate and the block number is 2552929 (left side) and engine number 5C5L0424 or 5G5L0424, on right side

On start up it surges to 1000 rpm and quickly drops to 800 rpm with no increase or acceleration afterwards.

What model year is your 6.2 block (660)? The 6.2 Block and 6.5 heads are a smart setup. The 82-89 - most 6.2's ran the vacuum system off the oil drive using a canister similar to the serpentine vacuum pump can. I've had a couple 1990's that had the start up version Serpentene belt drive that...
With all that's happening, there's a good possibility it may be the ECM, too much negative conflictual activity in to many places. Hopefully the ECM you purchased off the 97 3500 I recently bought will resolve this.
I agree-the wrench needs cutting to be functional (costly)it seems. Did a 1" or 11/8 crows work for you? It's been a while since we had any contact, I hope all is well.
