95 with no throttle response from 800 rpm

On start up it surges to 1000 rpm and quickly drops to 800 rpm with no increase or acceleration afterwards.
-Lift pump, ops fine.
Your assistance would be appreciated

Do you have gmtdscantech? If so I would look at the signal coming from the APP.
