Schematic shows nothing on that circuit (20 Amp) but the horn relay and 2 horns.
Disconnect both horns and see if the fuse still blows.
If it does the wiring in either the slip ring or to/from the relay.
If it doesn't - Connect one horn & try again.

With the belt off see if you can rotate the crank pulley. It shouldn't - It's a rubber mounted wheel to another wheel. When my crank pulley went bad it made a pretty loud clunk when the engine was turned off.
Step 1 - Remove the tire from the wheel.
Step 2 -- Have the wheel powder coated.
Step 3 --- Put the tire back on the wheel.
Step 4 ---- Have the tire/wheel balanced.
Repeat for the other 4.

Charge up them batteries, let them sit over night, and test each cell with a hydrometer. That will end the questionable part of the batteries...

Simple - Over current at a battery for a fairly short period of time will most likely cause it to EXPLODE. This is what we in the electrical trade call Not Good.
A battery with a shorted cell will draw all the current that it can get. The fusable link (hopefully) keeps this from happening.
