I've never ran a Hyperpac, but I did run the Hypertech Max Energy for a while. I think their tuning is the same. For my money I prefer the Diablosport Predator or the Edge Evolution. Just my .02.

You may get a little beter than that (19-20) but I wouldn't expect anywhere near 30% more.

All-on I just did the mod, except I ran everything off of the 85 pin of the low beams. That way the fog lights are on with the high beams and the low beams. Very easy to do.
