The 160s absolutely did not get to the IIRC 175 deg point to allow timing set. Maybe after a hard run but as soon as you stopped the temp dropped like a rock.

I think you stated the main point succinctly. The stroke, pressure and fuel need to be tuned together. Stanadyne has it set up right for the hp they make stock. They also have to consider service life and other things like EPA regs, mileage....
Generally speaking "low stall" means the converter is tighter, the blade angle is higher, resulting in a lower initial rpm when the vehicle is still and the engine is trying to move it. Low stall gets you better mileage (in these days of lockup converters this is less an issue) and less heat...
