Ceiling fans with a ball onnthe down rod are like that so they can mount on a vaulted (angled) ceiling. Then They just make them in mass production for cost. There are a few different types of them, if you can see how to bind it to eliminate movement, it will not hurt balance issues.
There are other types of mounts that are solid. Homeless depot and the like won't do well finding them. You need to go to a lighting specialist store.

I might try a set screw in one of them at the base where the ball and socket is. At this point I have nothing to loose, the fans are almost 2 years old and I am not getting any use out of them. The blades are laying in my basement, I turn the fans on occasionally just to keep them in working order. I was not sure how much it would affect the balance of the fan if I put a set screw in the base.
 
Back to the roofing - I haven't found a detail on installing anything yet.

We talked to day about putting the 1 1/2" insulation under the decking - between the rafters.

Any opinions or details?
