The wrap material (iirc) holds in the moisture and thereby leads to an early grave - speaking of wraping the cross-over tube. IMHO the best solution is to have the tube (or manifold or what-ever) ceramic coated. It seals out moisture, keeps heat in (or out). The down side is the cost involved. But then I've been wrong before...
 
I had ceramic coat on the one that rotted, but also wrapped it possibly a screw up there for me been known to happen B4, probably happen again :), current x over is aluminized been there 4 years now no signs of rust trauma thus far
