My understanding is lumber here has to be stamped by an inspector that measures the moisture. Most box stores sell Kiln dried 2x4's

Side note I worked for a company that shipped to China and they mandated heat treated pallet wood to kill any biologics. Pallet wood could not be chemically treated it had to be heat treated and stamped HT.

I watched that on one of them border smuggler series.
Some pallet loads came in from Hungary and they had not been heat treated, those loads got sent back.
