trouble codes P0046, P2563

I have a 2005 GMC duramax with these codes recurring P0049, P2563 occasionally at start up. I have discovered that if I rev the engine on start up I don't get any. Any Ideas?
 
Unison ring is probably sticking in the turbo. Needs to be removed and cleaned. Check the vane position sensor and solenoid first. But more than likely the ring is sticking.
