passenger side buss bar not heating up?

I have a hard starting problem in cooler weather with my truck. Had a gp relay code.Replaced gp and relay and haven't thrown another code, but still hard to start. Both bars are getting 12v, but passenger side is not warm to the touch like the driver side. Have to plug it in for it to fire up. Kinda makes me think about fuel delivery issues, but at the same time, shouldn't the passenger bar get warm? I'm no where near a mechanic so any direction yall can point me in to look would be appreciated.
 
The bus bars shouldn't get hot, that is a sign of high resistance in them. Sounds like your bus bars are ghetting rusty and not sending power like they should be. This is a fairly common problem on federal LB7's, and normally means you need to replace the 2 metal bus bars. I know mine will start in single digit temps with reduced glow plug time without a problem, so I would get your bus bars fixed first.
 
The bars both look really good. No rust or anything like that made sure all connections are clean. My buddy that was helping me might have used too much anti seize on plugs, so I took each plug out and cleaned them out. Still getting heat on the driver sid bar. Bar isnt touching anything its not supposed to. Starting to think it might be a fuel pressure problem, but the truck runs like a top after it is cranked,and shouldn't I get a code for that? And if it was that I still have this bar heating up.
 
On a feral truck you will only get a code if the ECM senses no power coming out of the relay when it is triggerred, or if there is no resistance to ground when there is no power to the plugs. It may be a fuel issue, but I always like to rule out the glow plug system first.
