no fuel to injectors on bosch p7100

Im looking at a truck for sale with a p7100 injection pump, there is no fuel going to the injectors. I would assume the injection pump is bad but what else would cause this? There is fuel to the injection pump but nothing at the injectors.
 
Check the lift pump its on the left lower corner of the block, it should have a hand primer try and prime it and open the air bleeder on top of the filter and see if it builds any pressure if not then the lift pump is bad
 
Can't believe I missed this one. If it is a 94-96 truck they are NOTORIOUS for the fuel lines cracking and allowing it to suck air. Also if it has fuel to the pump but nothing coming out, make sure the fuel cutoff solenoid is latching over to allow it to pump fuel. The 2 relays mounted up under the hood are known for failing as well as the fusible links at the battery for them.
