Could be several things, my 1st question is with the vac pump removed how are you keeping wastegate closed, you are new here so give us a little time to asses your knowledge of the what I prefer to call the VENERABLE 6.5 and not the infamous 6.5 to know one is to Love one

you found the right source for things 6.5 and keeping them alive.
Yours being a Canadian truck very possible you have EGR & Cat as well even in your 2500 that is normally a non EGR/non Cat South of the border. What is 8th digit of VIN S or F ?
Once you get your posting wits about you here, update your signature line and you also mite want to spend some time in the 6.5 TRL

WG operation is counterintuitve when WG opens boost is lowered by lessening the available drive gasses to the turbine, so you want a closed WG to make more boost. Post in 6.5 engine specifc area and we can git-R-done
