Next time try priming the system before starting, and try it more than one way.
first, just run the lift pump for about 5-10 seconds then try starting the truck. then, if that didnt help, try opening the drain valve, pumping a few ounces out and then close the valve while pumping and allow pressure to build for 5-10 seconds after closing the valve and try starting.
This assumes the lift pump is actually working, check out the lift pump troubleshooting thread in the stickies, the second page will cover stuff about OBD1s, specifically 94 models being able to run the lift pump by pressing the fuse on the passenger side firewall to a power post.
If priming helps the OPS probably is not working, just check pressure at idle to know, or there could be air leaks, especially if the draining method works better.
Glow plugs really should be less than 1 ohm. To get 10-20 seconds of glow time then the glows must be pulling a load to bring battery voltage down, otherwise if the batteries maintained 11-12V the glow time would be like 5 seconds.
I have recently experienced a time when the truck wouldnt start right away, and hitting the fuel pedal seemed to help get it to fire up. In my case I think it was an IP issue, I had lots of smoke when cranking, and it did it when warm, so should have fired. It did that twice, once when hot and once when cold, so it wasnt a hot IP issue and not glows, not PMD, ect...so I think in my case the IP was either not injecting at the right time or pushing maybe too much fuel I suppose.
