Fuel leak metal to rubber line

Forgot how to start a new thread. Not sure when this started but when I'm in park and bring the tach up to 2500 as it falls it starts to break up. I noticed a fuel leak where the metal line meets the rubber line. Former owner already cut the return and hose clamped it together. Also since the turbo the filter is filthy. When I put my hand on the filter while the truck is running you can feel a strong draft in some spots.
