Code 31

Can't clear code 31 using the jumper wire, should I just disconnect batteries and go from there?

If this is for the truck in your sig, I don't see why you would have a code 31. The BURBS all had F engines without an EGR, and code 31 is for the EGR pressure sensor. Unless the F ECM throws this code if the baro sensor goes out of range(the firewall mounted MAP sensor is for altitude readings on F engines, and altitude AND EGR on S engines).
 
The truck I hope to buy today did the same thing when I had the vacuum lines switched at the controller. Its a 1995 chevy 2500 4x4 f code.
 
Some F engines had EGR, does this engine have 3 solenoids on the drivers side valve cover and an EGR valve on top of the intake?

Are you sure its not flashing 13, Flash....Flash.Flash.Flash

You need to depress both pedals for more than 15 seconds with the jumper in and key on
