Do the same with the injection pump return line run to a container and the key turned to the run position? Did you bleed the grain T and the fuel filter before trying to start? Did you try pumping from container to container to verify your old lift pump was bad? Did you load test the batteries? Check your fuel shut off solenoid. Check battery cables Check the glow plugs. They can be tested in the vehicle. Check to make sure you are getting juice to the glow plugs. Have you tried plugging the block heater in before starting? I would use only AC Delco 60G or Bosch Duraterm glow plugs
