2000 F250 7.3

My brother in law has a 2000 F-250 with the 7.3 Powerstroke. He was getting up to 20mpg and now he can barely get 12mpg and have lost a lot of power. He has had it serviced all filters changed but still has same issues. Can anyone shed some light on this????
 
Has he checked to make sure it is holding good fuel pressure to the engine? I believe that engine needs to have 65 PSI to the heads for the injectors to fire properly. Also a bad pressure sensor at the high pressure oil pump can cause alot of problems as well as a weak high pressure oil pump.
