I have fuel to filter and t valve no fuel to injector number 1 while bleeding air what could be the issue
 
Replace the 1/4” diameter return line that leaves the front of the ip (injection pump)
You should see a steady flow of fuel without air intrusion or other contamination.

Once you see that I would swap in your spare pmd.
You can remove and clean then reinstall the grounds on the engine, a bad ground will effect the function of the pmd/ip.
