Those trucks are notorious for coroding the circuits board for the wiper control. In some cases you can just solder the gaps in the board, other times you just replace.

the bulletin only applies to certain models and years, which is dumb because they all use the same wiper motor/board

I would try the wiper module (the board) first before I tried anything else. they are pretty cheap.
