I havent pulled apart many but the ones that I've had were always screws through the underside and double sided tape, there always pealing up and warped, because the tape must of gone to crap the minute they left the lot.
Haven't had it on there long enough for a significant rain to happen, no problems though in light rain I think the water probably Burns off while its idling.
I know that feeling, but a truck as clean as yours with the 03+ styling makes me wish I kept my 05 sometimes. lol
There 305's they came out to about the same size as my 35" MTZ's that had 50% tread left, they look smaller though because of the black wheels and 20's vs 17's they are around...

Dont wanna drop the tank, pull the bed. I would. Lol, Usually easier in my experience if the tank is full. 6 or 8 bolts filler neck disconnect the harness and slide it back on the frame till you can access the tank.

Finally got some wheels and tires on my truck, 20x10 BMF Novakanes, on 305/55/20 BFG all-terrains, thankfully Meyer had them, one of the only places that had them. Wish I would of done it long ago. One old pic, there as well. Trucks really dirty, and not sure why the pictures got all garbled...
$3000 is a good deal on a Tahoe, if its in the condition you say its in, my old man had a 4 door he bought new in 95 and had for 12 years, he averaged 16-17, 96 would be the vortec which may even do better on mileage and have a significant jump in power.
