My AC is blowing cold air out of the defroster vent.It fogs up the outside of the windshield and drives me crazy.Any ideas???

Do any other modes work like the floor, heater, etc? Defrost button light on or off? Hit it a couple times...
Door for defrost stuck or more likely control panel went bad. Check fuses and then try pulling batts for 30 seconds to reset the HVAC controls. The HVAC control panel on 1995 year was so bad/unreliable it was a 1 year only unit.

It will still change from floor to top vent,but when on top vent it "leaks" out of the defroster vent.When the AC is off and you turn it on,it does take awhile for it to switch from floor to top vent.

Being that 96+ is OBD2 I assume you cannot swap in a newer control head ?

The slow changeover to the dash vents is pretty well normal for a 95. It was in fact a 1 year only unit and it SUCKS! As for the leaking air, it sounds like the seals inside the box have gone bad. Also remember that any time any air is going to the floor vents, some will come out the defrost.
