I might not be understanding the question - but if they are after market fog lights, I've always ran a wire to a switch in the cab and then from the switch to the battery. The switch may or may not have a ground in the cab, and the lights will have a ground. As far as remembering that you turned them on or off - you can either put a notice light in line between the switch and lights, or you can buy a toggle switch that has a light at the tip (warning - its super bright!)
If you decided to put after market back-up lamps up - you can wire straight into the back up lamp wire on the truck (need to figure out which one it is though). And this time around when I do it - I'll be running an additional wire from the engine - to the cab - to the lights for when the truck is not running or in reverse, but I want the additional light.
as far as relays and fuses and all that - I don't know anything about that. If you're too worried about popping something - put an inline fuse somewhere on the hot side, but other than that - I don't see any problems doing it my way.
