Lisle makes a nice little pulley puller kit in a plastic case that is good to have on hand for stuff like this.
Pull off with puller, installs with pusher bolt.
Pull off with puller, installs with pusher bolt.
Find a good way to measure how far on you push the pulley if it doesn't bottom out like some I've seen...

Do just the pulleys go bad or should I replace the whole thing?

Autozone has the puller for this. Pay for the puller, get your money back when you are done.
