turbo clean or replace?

A friend of mine has an 06 6.0 and the variable vanes quit working. He's been told the vanes can't be cleaned and when replacing get a non variable vane turbo. Sound right??
 
If the truck is stock i would just put a new controller on. That's the solenoid in the center section of the turbo. We have replaced a bunch of them with never a problem since. Now, if the truck has a tuner on it the turbo needs taken off an the vanes cleaned and the controller changed .
 
Not to big a job, just aggravating enuff to make a preacher cus! Lol! To change the actuator you don't need to take the turbo off. To clean the vanes you have to take it off ......
 
Center turbo kinda buried. Aren't these notorious for EGR cooler leaks? Like coolant getting into the turbo/exhaust? I think the oil cooler is buried up there in the center too.
