Right rear brake locking

I used to know this but...

...can someone remind me what causes rear brakes to lock after damp. Whenever it rains, my right rear tire leave a skid mark no matter how careful I am.

What's the fix? Difficulty? Link?
 
Oh yeah, oiled down completely, no brakie.

Seems like a few drops mixed with the dirt and crud make them gummy and therefore, grabby. Add a rainy day with humidity, more gummy, more grabby..
 
This problem is simply resolved by replacing the rear brake shoes and turning the rotors. Also putting in new spring kits for the rear brakes. Now if the rear wheel is remaining locked up even after the pedal is released, you have a clogged or damaged brake line, or wheel cylinder.
 
I was going to say your Sea Lyon could be leaking, but it looks like mabe its just a Seal.
