PTO - fast idle on 97 PSD

Has anyone added fast idle control for PTO operation?

I have a 97 F350 Manual trans with an air compressor on a PTO. I need to hook up the PTO circuit to idle up the engine while using the compressor. I've found a page from Ford's Body Builders documentation that shows the wiring. So that part seems to be straight forward.

While Searching, I've seen notes that the PTO faat idle doesn't work with the manual transmissions. Does the Parking brake need to be set for the engine to idle up.

Any ambulance I have seen that had it you had to set the E-brake. I've seen a few people put it in their personal vehicle and it was the same set-up.
