noob with hard start and unidentified engine noise

Just got this 93' k2500, has 425,000 kms, which is about 265k mils
I got it for 1500 cdn, it has a plow on it and apparently the engine was rebuilt, but who knows. I am planning on doing the suggested mods, and preventative maintenance (hb, lp, aux fuel filter, 4' exhaust etc...) It clearly needs gps as it doesn't like to start without first being plugged in. It will start on just gp, but it will puff white smoke and run rough for the first minute. I'm also hearing a rubbing noise from the rad, I'm not sure if it's belts or what, I have a video to show the issues.
so other than flushing the fluids, gp's, and the other stuff mentioned above, is there anything else I should be considering on this high miler? It won't ever be a dd, just plowing and hauling. The rattling sound is most noticeable at around the 3:20 mark.

Search for lp(lift pump) relay mod. It takes most of the electrical load off the OPS (oil pressure sender) which supplies current to the lp.

It would be a good idea to have the injectors pop tested.

Clean all the grounds and ground straps, esp. the 2 or 3 on the trans dipstick. That could be causing your speedo issue.

Check all the pulleys, esp. the harmonic balancer and the belt drive pulley, that could be the ticking sound.

I've noticed sometimes when I accelerate it kinda surges, pedal steady it seems to accelerate at unsteady rates... Any idea there?

Put a clear return line on the Injection pump and look for air. Air will smoke white on startup and surge the throttle. I assume you have tested your lift pump and it needs to be done if not.
