Am I supposed to be pulling any vacuum at idle? My gauge reads a nice fat zero with minimal movement with small accelerator input (not including boost).
 
What vacuum are you monitoring, intake manifold ??? then no it's a Diesel no vac like in a gasser, are you reading vac pump vacuum, then yes it should have vacuum at all times, more vac the faster the engine runs as vac pump goes faster
