L80E won’t shift to third gear or into od

I am trying to buy a 1991 Chevy rollback with 454 and L80E trans. I was told it needed a Ecu replaced to make the trans get the third gear and overdrive. Put new one it that didn’t help. 50 years ago I could pretty much fix anything on a truck/car. I am still making them pretty but with all the sensors and computer I am in over my head. I don’t even know where to look for the tcu on this transmission. Can anyone tell me what might be wrong with it. I have first two gears and reverse, it won’t shift and when you let up on the gas it goes to free wheeling
 
@THEFERMANATOR is best transmission guy around here- and doesn’t hate electronics like you and I.
