IP or PCM issue?

I looked at the sticky and I didn't quite understand what I was looking at. Can someone explain what it means?
I pulled the following lines from the pump sticky with the first line being the model this guy has:
DS4831-5288 12558156 1997-98 LD & HD C/K, G, and P3 Truck & Van * DS4831-5459 Note 13
DS4831-5459 12561405 1999 LD & HD C/K, G, and P3 Truck & Van * DS4831-5521 Note 14
13 — (a) Inner Bearing Retainer/Thrust Washer; (b) Encoder Sensor; (c) T.P. Blade Spring; (d) Calibration
14 — (a) Stepper Motor and Stop; (b) Pump Mounted Driver

I guess I don't really understand the notes. The guy has offered me the IP with a new lift pump and OPS for $250. It's basically his 'breakdown kit' and he has sold the truck. He is an older gentleman who said the #s are: DS4381 5288J. It would be great if this can help me and him at the same time since he needs the money for his parts and I seem to need an IP. It also gets a good start on my 'kit' being that I already have a spare PMD too due to this issue.:???:

Bump Success! But pump still seems bad.

I had to read the bump threads again along with the IP thread in the stickys and finally figured out what I was doing wrong. I wasn't looking deep enough. So, I got the fuel rate up above 5mm3 at idle but it still cannot control the rev so I guess this means the pump is crap..:( If anyone can give me some feedback about my pump selection that would be very helpful since I plan to buy one this weekend.
