Could Peninsular have had Harland Sharp build roller rockers for them?
I've seen a set of Harland Sharps in person. They are very well built. I'd have to personally say the rockers in the Peninsular photo are Harland Sharps, purely based on that "can't mistake it" burnt orange color.
