Run the engine, let it heat a few. Disconnect this sensor, you will see (or hear)...
With this sensor disconnected, the PCM "thinks" the engine temp is about -40°C, and so it revs the engine.
That did happen to me. I changed the sensor (CTS : Coolant Temp Sensor) and that cured the surging idle.Then it happens again, and it was the plug itself.
Changed the plug, and everything is fine now---
