The daytime running lights have not been working on the 96 Suburban.

I replaced the daytime running light module with a new aftermarket. I haven't tried a known good module yet.

A friend was crossing thing on the OEM and got the lights to come on. There wasn't room for me too see what he was doing..

I don't think there was room hardly for him to see what he was doing.

Any ideas on what the problem might be?

parking brake switch, mine does the same thing sometimes and I just lift up on the parking brake.

He is refering to the parking brake switch, there is a trick that if you wanted to turn off the DRL just apply the parking brake a couple of clicks.
If the P/B was a problem then the red warning light would be on (providing the bulb is good).
When you said you replaced the module, is that the little circuit board you're talking about? If so then there is diode that can fail. It is mounted on the instrument panel cross bar, it is a block of aluminum with heatsink fins on it.
