99 6.5 problems

My 99 6.5 had started surging and cutting off randomly last winter. So I ordered a relocation kit and put new PMD in bumper. In a bout the last two weeks it had started jumping around in RPM at certain speeds. The dash was showing a jump of 3 to 400 RPM. So yesterday I went to back it out of barn and it was trying to idle higher then normal and if I touched the throttle it would go wide open and I would have to cut the key off. So today I hooked my original PMD back up that was still mounted on pump and truck is doing same thing. So I am thinking it is not a PMD related problem. What do you guys think it could be?:???:
