95 Ford Powerstroke, no throttle

I'm working on a customers truck,side job. I noticed it has no throttle after start up, you have to wait a few minutes. If you shut it off after warmed up it does the same thing,but not quite as long. Is this normal ? Or is the tps bad ? I'm not to worried about it ,but wonder what it is.

I adjusted the throttle switch and lubed the tps and the switch with silicone spray. Now the check engine light comes on,and it will have no throttle whenever. I don't like checking codes on pre ob2 fords,but I do have the adapter for it .
 
A new pedal with the switch and app sensor is $ 900 from Ford and no longer avalible. I adjusted the switch while using a ohms meter and set it as close to on as possible. It has worked fine so far.
