Over the top for sure!

And Phillip, I 100% agree with you with keeping something, TP or papertowels or something in the truck. All of my work trucks always had a roll or two in the backseat as when you're surveying and in the middle of a 500 acre farm field and 15 minutes away from any kind of bathroom, that spare roll is your best friend.
 
I know for a fact that if you ran out on the tractor or combine, there were weeds that could be used and some that were not because they caused too much scratches later):h

Keep that roll in the truck, car or farm machinery because it can and will be needed at some point in time. It may be too far to a pot to use
occasionally one has to use the knuckle by lack of better):h
 
I'd still like to choke the writers of Demolition Man for that...

To answer the poll though, I have no particular preference. Though if it is over I will fold the end into a triangle before I leave, just to F-with the next guy.
 
I actually have it over the top in my bathroom because the tp holder is built into the cabinet door, but I think under is better, cause if anyone's got cats or dogs, they can't paw it off as easily.
