2003 silverado wheel center caps missing.

This truck has the PY2 option code( the bright chrome appearance wheel). This wheel has the chrome shell over the steel wheel. I was told by GM to use the 9597163 center cap. I happen to have 2 of these laying around that I did not realize I had. Anyway the cap fits to the wheel OK, but the plastic nuts that attach to the lugs do not reach the lugs. I am not the only one having this issue as I have read of other similar scenarios. Some say to mill down the cap so it fits, but the truck had caps on it at one time and I am not going to cut them. I have been searching for an answer, but to no avail. Anybody know what the heck the problem may be?
 
Are you sure the right lug nuts for the caps are being used? I know some have cut down the plastic nubs on the back of the caps.
 
I would have to cut more than the nubs. The wheels and lugnuts are original to the truck and I have what is supposed to be the right cap. Like I said others are mentioning this same problem on other forums. I may just mill down the nubs and the mating area of the cap and be done with it, but i would really like to know why this is.
 
For whatever it's worth, dad and my uncle both seem to lose their same center caps, too, from time to time. Dad got tired of buying them, so he silicone his plastic cover nuts to the lug nuts, so they're less likely to come off. He's not lost one since then, to my knowledge. It's just a dab of silicone, so it will break loose easily once he has a need to take a wheel off.
