Lift pump in the frame rail supplies fuel to the IP. The IP has a rotary vane fuel pump in the nose for a DB2 and I don't recall on the DS4 where that boosts the 5 PSI to higher pressures in the IP. In summery the lift pump can't push fuel past the rotary vane pump in the IP unless the engine's running. Don't run the engine with the pump top off...
You are playing with fire taking the top of the pump off. You can lock the throttle wide open on a DB2 if you don't put the top on properly. Have a board to shut the air off to the engine if it runs away on startup.
