Stumbling when starting

What would cause my truck to turn over excessively (5 or so times) and stumble when starting? It mostly does it when the engine is cold more so than when it is warm. Could it be carbon build up or something like that? Thanks in advance.
 
From what I'm told the FPR on the drivers side fuel rail is a very common problem of what you are having. It's about 60 bux and a 5 min job
 
The fuel filter is not very old but maybe it does need changing again. I have 107,000 miles on the truck.

Under the hood ON the drivers side fuel rail. It has a vaccum line going it. It's located in about the center of the rail
