I would check the blower switch - but not likely the issue.
Check the connector behind the glove box 2 wires for HVAC power for melting.
The following is for rear fan as the front blower has a separate resistor pack:
Likely you have a bad blower motor that stopped running at one point. This caused current draw with no cooling air. The resistor coil pack burned the thermal fuses out. This is located under the PIA to get to rear HVAC cover. It is on top of the HVAC box and yes, you have to remove a lot of things to get there as described to service the TXV with pics/links in the thread below.
You need to replace the blower motor (and resistor pack) or you will be doing the job again as the blower motor burns out a second resistor pack.
I stand corrected. The resistor pack is still in place in the photo on the bottom rear by the blower motor hole. It has the spring looking things in the photo. You can get to it by removing the intake grille only. The grille on the rear HVAC comes off separately at least on 1995.
