Possible farm truck

I hope to have an HD some day but for now I'm looking for deals.

The current owner used it to try and start the truck or was going to use it to start the truck. He still hasn't got it to fire off.

More on the trucks history: He bought it off of a local widow he knows husband died of old age they are the original owners. The truck wouldn't start one day a few years back and the old man had it parked in the barn where it was sold with the rest of the farm. Current owner bought it with no keys and the old lady couldn't find the title, he did get a bill of sale.
 
How do you reset the security on these trucks assuming it has it? Its a decked out silverado so I assume if security was an option then it has it.

Does a ENGH motors scan cable work on the OBD2 trucks? I have one on order for my 95.
