Losing prime on a 03

This is for a friend who has an '03 CTD. he has 222,+++ miles on the truck. He is losing the prime in the fuel lines when he turns the truck off. He can start it with ether and it runs fine after that but when he turns the truck off it will not start again.
The lift pump has been replaced and some other valve (he could not name it for me). He said the mechanic who replaced the lift pump told him the fuel was draining out of the lines back into the tank.
I find this hard to believe as I would think he would have to prime the fuel up to the filter by hand everytime he starts it.
Any help would be appreciated.
 
The common rails are self priming, so that shouldn't be an issue.

I would be inclined to say it's the lift pump. Reason being is that the CP3, unlike the VP44, can draw it's own fuel and will do okay. Not ideal, but okay. BUT, if the lift pump is dead, it will wither hard start or no start if the fuel is draining back.

Or, he has a casade overflow valve (on the CP3) or pressure relief (on the fuel rail) valve that needs to be replaced.

It is designed to open up at different pressure and re-route excess fuel from the rail back to the tank.

Kind of a PITA part to replace.

If he had the cascade overflow valve replaced, I'm betting that the mechanic didn't get the lines tightened down enough.

The fuel delivery system on the CR's is HYPER-sensitive to proper torqe specs on the connections.

I had an issue when I replacd my injectors. I didn't get the connector tube nuts to 37 ft/lbs and I was losing rail pressure and the fuel was diverting to the return line. This sets the same code as the cascade overflow vavle will. It will show as a Fuel Delivery Error, code P0148

Have him hit Autozone, Advance, or O'reilly and they can read the code for free. Any one of those issues will set a code.

You can also cycle the key from off to run 3 times and it will display the code on the dash. Don't start, just cycle the key and the code comes up where the odometer is.

Unlike what the service manual says, the COV can be serviced seperately.

It's a $45 pice.

Also, when getting parts, order them from Cummins rather than Dodge. They are 1/3 the price.
