Leaky oil return from turbo

I noticed the oil return on the delux looks like its leaking and its missing one of the bolts that holds it on. Is there O rings or something that seals this up?
 
It's supposed to have a gasket,but I just use high temp silicone,installing the missing bolt would be a good place to start.
