Should I be able to move the PULLEY back and forth when I have the pulley mount in the vise?

if it's the outer one yes.
Look for separation of rubber from metal,or cracking of rubber.
If any replace.

cosmetic cracks in paint/rubber, nothing to write home about. re-used it. no issues!
