Hard hose on an 04 powerstroke

My brother's 04 has the hard as a rock upper radiator hose. We had suspected the head gaskets were bad before, and he sent it in. They changed the EGR cooler and sent it back. I don't remember why we suspecting the head gasket was bad before. But now the coolant level is steadily dropping and it's getting the hard hose. Same shit mine was doing when my head gaskets were bad.
What do you guys think? The ford techs just have their heads up their asses or maybe trying to push him beyond warranty period?

That could be, I'd like to find out what it going on here. Why does it seem that half the time you bring something into a mechanic it's mis-diagnosed? Re-peat business?
