Ford 2000 Gas in Oil

Was doing some winter maint on my Ford 2000 gas loader tractor this afternoon and found the oil pan way overfilled and it smells alot like gas. If it had a fuel pump on it I'd know what the problem is but the carb is gravity fed. WTF? Anybody got any ideas?
