1995 cummins fuel filter question

Hey guys, I dont know much about maintainence on one of these motors. My dad has a 1995 dodge 12 valve cummins. He changed the fuel filter and cant get it to start now, I have not looked at it yet, im going to see what i can do tomorrow though. On the fuel filter he was saying something about a button to bleed the air off, but it keeps sticking or something and keeping it from bleeding air? can someone please point me in the direction on what the problem could be? thanks in advance, Tyler
 
did he fill the new filter with fuel? just has air in the fuel lines now, can take some time to get it all out.

the button that is mentioned sits about a foot below the filter, its about 1" diameter black button on the fuel lift pump. you can prime the system using it, manufacturer says it takes 200 pumps (ouch). easiest option is to pull the new filter, fill it with fuel, re-install, then your choice to either sit there and pump the button for a long time or crank the motor over to start the truck. it will run/then die a few times until the air is cleared out of the system.
 
yea he said he filled it with fuel. Im guessing its not starting because of a combination of air in lines and the fact thats its not been started in a few weeks, he has not had the time to change the filter so he just let it sit in the cold. He tried to start it but he ran the batteries down so we will just hook up a battery tender and give it a try. I appreciate the help guys!
 
So we got the truck going today. Its running good. my thumb is sore from the primer on the LP haha. Is the primer supposed to squirt out some fuel? After about 5 pushes fuel was dripping out of it but stopped when i stopped pushing it
 
I wouldn't Think it should let any Fuel Leak Out. That would mean that's a Potential Spot for Air to get Into the System.
 
Ok so I guess that explains why it was so hard to get started. Its leaking at a fitting right by the primer, but it was not lose or anything. I priced a new Delphi one and its like 167 bucks
