There is no load sensing proportioning valve on these stock.
Just the one tied into the abs module. Which sucjed in the suburbans, it was so front brake heavy that gm later provided an updated one in service bulletin.
Anyway, the braking on this thing right now with no proportioning valve...
And I have been considering the gmt800 brake upgrade, BUT, IF there was a chance at making a manual system work great, I think that the two smaller piston calipers might be a move in the wrong direction of optimal mc piston/to caliper piston ratio for this theoretical manual brake setup.

I would check with voltmeter for a grounded out power lead at harness connector.
I think I saw in another post you ordered a rebuild kit for this transfer case. Make sure you get the upgraded oil pump or a aftermarket guard piece...
I think one of the rears runs the speedometer VSS or whatever it is and the other feeds the transfer case module. Not sure, but that is my guess. Check your wiring thoroughly. It is more likely the wiring than the sensor itself, I would think.
I just looked at my old 246 case and it looks like there are two speed sensors on the rear output shaft side of case as well as one on the front. so three speed sensors total.
I had th same symptons of your 246 as you are having. I would look t the speed sensors. There is probably a short, likely a cracked wiring insulation. the rear sensor wiring is somewhat close to exhaust and gets brittle over time. The transfer case computer module needs to see certain speed...
