Your LiftPump is pumping fuel right to the input of the FuelInjectionPump. The EngineFuelShuttoff clicks clearly when the ignition is keyed Off, or On.

Just a note: I bought a new (in box with warranty) OEM DS4 Stanadyne FIP from local fuel injection service shop last spring.

The 6.5L starts Very Readily down to well below freezing if the glow plugs work(and fuel injection pump!) , and there's any compression. Check the plugs and wiring/connectors. Glow plugs -- first check for hard coldstarts.
